Rachel Gates is a rising global health professional with a focus on health financing, collaborative learning and health systems strengthening.

At Results for Development (R4D), Ms. Gates is a program associate on the Strategic Purchasing Africa Resource Center (SPARC) and Cross-Programmatic Efficiency Analysis (CPEA) teams. In this role, she assists in program management, country engagement and the facilitation of collaborative learning. She also works with R4D’s coaching team on management of the Experts Database.

Prior to joining R4D full-time, Ms. Gates interned with the R4D-led Health Systems Strengthening Accelerator (Accelerator), the Primary Health Care Performance Initiative (PHCPI) and R4D’s Frontier Health Market (FHM) Engage team to provide support in program management and day-to-day responsibilities.

Ms. Gates holds a BS in public health with an emphasis in environmental/occupational health and a minor in international development from Brigham Young University.

Apoorva Handigol is a global health professional committed to using cross-cultural partnerships to support creative and equitable solutions to strengthen health systems. She is passionate about and experienced in health program management, evidence-based and anthropological research and health equity community organizing.

At Results for Development (R4D), Ms. Handigol is a senior program associate on the evaluation & adaptive learning team. She executes project management and collaboration with the Tanzania Ministry of Health to test innovative solutions to improve health provider diagnosis and prescription for childhood pneumonia. She also conducts qualitative research and coordination for programs funded by USAID and the Bill & Melinda Gates Foundation focused on health systems strengthening, evidence uptake and resiliency-building in the face of civic space closures with partners across Sub-Saharan Africa, Latin America and the Caribbean, South Asia and Eastern Europe. 

Prior to joining R4D, Ms. Handigol served as Princeton in Asia Public Health Fellow based in Hồ Chí Minh, Việt Nam where she worked on HPV and cervical cancer prevention, education and access to testing. As a Fellow, Apoorva also served as a Senior Analyst with Tractus Asia, supporting global businesses on their market entry and investment strategy in Asia, Latin America and the Caribbean. Previously, she conducted healthcare integration project management at El Camino Hospital, working on quality metric analysis to increase Medicare reimbursement for El Camino physicians. 

Ms. Handigol holds a BA in sociology & anthropology from Carleton College. She is a native English speaker and is conversational in French, Vietnamese, and Kannada.

Fanny Yayi Bondje is an early career professional with experience working in youth support and development, refugee assistance, and community health support in Central America, South America and Africa.

Ms. Yayi Bondje is a program associate on the Evaluation and Adaptive Learning team. She is currently working with the RF MERL project, co-creating and co-designing development solutions that innovate on traditional monitoring and evaluation approaches, in order to support governance and accountability mechanisms for community health systems in Mali. She is also working with the Health Systems Strengthening Accelerator program to support community health workforces in Côte d’Ivoire.

Prior to this role, Ms. Yayi Bondje interned with R4D’s Evaluation and Adaptive Learning (EAL) team and the Leveraging Transparency to Reduce Corruption (LTRC) project.

Before joining R4D, Fanny was a fundraising and grant research assistant for a non-profit organization where she generated and implemented various fundraising strategies and cultivated donor relationships.

Ms. Yayi Bondje holds a master’s degree in humanitarianism, aid, and conflict from the School of Oriental and African Studies (University of London) and a BA in politics, human rights, and development from New York University.

Anu Singh is an international development professional with 4 years of experience in public policy research around education, public administration, and accountability and citizen engagement.

At R4D, Ms. Singh works as a senior program associate on the Evaluation and Adaptive Learning team. In this role she provides technical and operational support around program management, partner and stakeholder management, and research design, implementation and dissemination. Currently, she splits her time between the Frontier Technologies program – an R4D-led consortium focused on testing cutting-edge technology solutions for the development sector and increasing capacity within FCDO – where she supports evidence generation and dissemination and INSPIRES (Illuminating New Solutions and Programmatic Innovations for Resilient Spaces) – a USAID project focused on generating learning on the drivers of closing and political space across the globe– where she supports MERL efforts focused on generating learning on civic space closures and strategies to address them.

Prior to joining R4D, Ms. Singh worked as a research associate at the Centre for Policy Research – a non-partisan public policy think tank in India. Her work primarily focused on education policy and administration, with a particular emphasis on interventions introduced since 2015 in Delhi’s government school system – supporting a three-year study aimed at understanding the rollout and embedding of systemic reform. She was also part of the team that worked on UNESCO’s Global Education Monitoring Report 2021, supporting the mapping and analysis of non-state actors in education in India.

Ms. Singh has a bachelor’s degree in sociology from the University of Delhi. She is a native speaker of English and Hindi.

Lilian Tuhumwire Mubangizi is a public health professional with 2 years of experience designing and coordinating epidemiological studies and analyzing data. Her areas of interest include epidemiology, biostatistics, health systems strengthening, and maternal and child health. As a senior program associate at Results for Development (R4D), she supports the Pneumonia and MCW projects.

Before joining R4D, Ms. Mubangizi worked for the University of Cape Town coordinating research on the long-term effects of HIV medication on adolescents born with HIV. In addition, she is the CEO and founder of her own business that distributes fast-moving consumer goods in Dar-es-Salaam. She also served as a public health intern for the United Nations High Commissioner for Refugees where she supported coordination and monitoring of refugee health services in rural Northwestern Tanzania.

Ms. Mubangizi has a master’s degree in public health focusing on epidemiology and biostatistics from the University of Cape Town, and a BSc in public health with a minor in maternal and child health from the University of South Florida.

The world has been facing a global learning crisis since even before the COVID-19 pandemic triggered widespread learning loss: students go to school but do not learn. In response, many countries are enacting reforms to improve foundational skills like reading. These reforms require multiple coherent education system components that tightly align with learning and use cost-effective approaches to achieve and sustain outcomes on a national scale.

Quality classroom instruction is one of the most critical system components needed for learning. This brief shares evidence from Senegal about models for delivering instructional coaching — an important intervention to support teachers in implementing reforms.

Pneumonia has been a particularly vexing problem in Tanzania — accounting for 15% of child deaths in 2016, despite the presence of an efficacious WHO recommended first line treatment — Amoxicillin Dispersible Tablets (Amox DT). The government has been able to achieve significant declines in child mortality rates for malaria and HIV/AIDS in recent years, but rates for pneumonia have only dipped slightly. With its goal of reducing child mortality by 80% by 2030, the government has prioritized efforts to address childhood pneumonia.

Since 2015, Results for Development has been supporting the government of Tanzania in implementing a holistic market shaping program focused on increasing access to Amox DT in the public and private sectors, by utilizing holistic market shaping approaches as well as evaluation and adaptive learning modalities to address the identified barriers to access to Amox DT.

These briefs summarize key findings from analysis and interventions undertaken in the program so far as well as recommended further action.

Key actions on the public sector to date include: (i) Establishing an aligned policy environment to ensure Amox DT is included on national medicine lists and all relevant treatment guidelines; (ii) Strengthening ownership and sustainability of procurement processes by supporting the transition from an external procurement agency to the country’s national procurement agency; (iii) Sourcing and administration of catalytic financing complemented by government-led resource mobilization through the implementation of co-financing agreements and (iv) Strengthening quantification and supply planning methods to accurately account for Amox DT needs in the country. These activities have contributed to a marked increase in availability of Amox DT across public health facilities from 25% in 2016 to 90% in 2022 as well as a corresponding decrease in Amox DT stockouts, from 59% in 2017 to 14% in 2022.

On the private sector key actions to date include ensuring a well-enabled policy environment; developing a holistic Pediatric amoxicillin market view which has been shared broadly with partners to increase transparency across the supply chain; and piloting the impact of ADDO (Accredited Drug Dispensing Outlet) sensitization efforts on improving knowledge, stocking, and dispensing behaviors. These activities have resulted in an increase in the number of registered Amox DT suppliers from one to eight since 2014, and a 6-fold increase in import volumes of Amox DT from 2016-2020 in the private sector.

Lauren Rosapep has over 15 years of experience in the social service, education, and health sectors advising teams on using data and evidence to facilitate the development of project interventions and develop monitoring and learning frameworks to improve these interventions over time. She has led qualitative and quantitative research studies, assessments, and evaluations in the US, Africa, and Asia to generate data and insights that have been used to improve program and product quality and targeting, and better understand operating and implementation contexts. She has also published her work in peer-reviewed journals and presented findings at international research conferences.

As an associate director at Result for Development’s (R4D) evaluation and adaptive learning (EAL) practice, Ms. Rosapep provides technical and strategic leadership to EAL’s flagship initiatives. She also leads processes to review and analyze evidence to inform priorities for action and facilitates collaboration with consortium partners, USAID representatives, government stakeholders, and local implementing partners. In addition, she supports the growth and strategy development for the practice.

In her career, Ms. Rosapep has helped government and non-government stakeholders identify ways to improve in-service training for health care workers, expand service availability and accessibility to people living with HIV, pinpoint weaknesses in TB treatment initiation protocols, help community-level drug shops relay health messaging more effectively to their customers. By using iterative and participatory evaluation approaches she helped to adapt a peer sexual-health education program and explore the implications of modifying staffing configurations for early education interventions.

Before joining R4D, Ms. Rosapep was a Senior Associate at Abt Associates where she served as the senior administrator on Abt’s Institutional Review Board (IRB) and was a Research, Monitoring and Evaluation Lead on the USAID-funded Sustaining Health Outcomes through the Private Sector Plus (SHOPS Plus) and Strengthening Health Outcomes through the Private Sector (SHOPS) projects.

Outside of work, Ms. Rosapep serves in the Washington, D.C. chapter of Back on My Feet, a nonprofit organization that combats homelessness through the power of fitness, community support, and essential employment and housing resources.

Ms. Rosapep holds an MA in Social Service Administration from the University of Chicago and a BS in Foreign Service from Georgetown University.
